หลังรัชสมัยของพระเจ้าจูมง ผู้รวบรวมชนเผ่าต่างๆ เข้าด้วยกันและก่อตั้งแคว้น “โกคูรยอ” สวรรคตลง พระเจ้ายูริ โอรสของพระเจ้าจูมง ขึ้นครองราชย์ต่อจากพระราชบิดา บ้านเมืองตกอยู่ในความวุ่นวายหลายด้าน ศึกนอกต้องเผชิญกับการรุกรานจากแคว้นต่างๆ แล้ว ศึกในต้องเผชิญกับการแย่งชิงอำนาจกันเองของขุนนาง ในอาณาจักรโกคูรยอ พระเจ้ายูริทรงประคองความสัมพันธ์ระหว่างแคว้นเหล่านี้ไว้เพื่อความมั่นคง ของอาณาจักร ที่พระราชบิดาทรงสร้างมาให้ได้ ในขณะเดียวกันก็ต้องสมานและสานสัมพันธ์ไมตรีระหว่างแคว้นโกคูรยอกับแคว้นพู ยอ ซึ่งเป็นเมืองของพระเจ้าเทโซ เสด็จลุงของพระองค์เองอีกด้วย
